Boat owners at the Fifth Street Marina understand the 30-year-old facility is dogged by maintenance issues.
“It needs to be replaced or fixed anyway. Yeah, it’s in bad shape,” said Tommy Arriola, who has been leasing at the Marina for 15 years.
