Concerns Regarding Proposed FY26 Budget for Augusta-Richmond County Public Library System

Staff Report From Georgia CEO

The Augusta-Richmond County Public Library System (ARCPLS) is expressing serious concern over the proposed Fiscal Year 2026 (FY26) budget, which includes a 10% reduction—totaling $288,590—from the previous allocation. This decrease would set ARCPLS’s awarded amount at $2,598,250, placing it below the approved 2022 budget of $2,617,880 and threatening essential library services for residents across the county.

If the proposed budget is approved by the Augusta-Richmond County Commission, ARCPLS will be forced to implement the following cost-saving measures:

  • Reduced operating hours systemwide

  • Elimination of all part-time positions

  • Closure of one to two branch libraries

  • Significant reduction in programs and community services

These reductions would have a far-reaching impact on the citizens of Augusta-Richmond County, particularly students, job seekers, seniors, and families who depend on library resources for education, technology access, and community engagement.

“Libraries are more than just buildings with books—they are vital community centers that connect people to information, opportunity, and each other,” said Emanuel Sinclair Mitchell, representing the Augusta-Richmond County Public Library System. “This proposed cut will severely limit our ability to meet the needs of our residents and continue the programs that enrich lives every day.”

ARCPLS leadership urges community members and stakeholders to voice their support for the library system by contacting their County Commissioners ahead of the upcoming budget vote. Community engagement is crucial to preserving equitable access to literacy, technology, and lifelong learning in Augusta-Richmond County.
